Most shelter directors can name their length-of-stay number, their adoption rate, and their euthanasia rate from memory. Very few can tell you the decibel level inside their kennels. That is a problem, because the soundscape is one of the single largest welfare and operational variables in any animal-care facility — and unlike most welfare variables, it is measurable with a free phone app and improvable this week. How loud is the average shelter, really?
Coppola, Enns and Grandin (2006), measuring sound across the daily cycle in a municipal shelter, recorded average levels of about 100 dB with peaks above 118 dB. For reference, 100 dB is the noise of a chainsaw at close range; 118 dB is the front row at a rock concert. OSHA caps human occupational exposure at 90 dB averaged over an 8-hour shift, and recommends hearing protection above 85 dB. The dogs living inside that environment are exposed 24 hours a day, with no break, no relief, and no ability to leave.
Sales et al. (1997), in the earliest large-scale acoustic study of kennels, established that the dominant noise source is barking by other dogs, and that the acoustics of typical concrete-and-steel kennel construction amplify rather than absorb that noise. The barking itself is partly a stress response, which makes the soundscape a positive-feedback loop: stressed dogs bark, the barking creates more stress, more dogs join, the noise floor rises, the building reverberates, and the whole population escalates.
Dogs hear roughly twice the frequency range we do and are demonstrably more sensitive to high-frequency content. The same sound pressure level we experience as "loud" is experienced as significantly more aversive by the animals in the kennel. This is not a soft welfare argument. It is a measurable physical insult delivered continuously.
What chronic noise does to the animals
The downstream effects of sustained kennel noise are now well documented:
- Elevated cortisol and persistent physiological stress. Sales et al. (1997) and subsequent work consistently show elevated cortisol and heart rate in dogs housed in noisy kennel environments, with markers that do not normalize until the dog is removed from that environment.
- Stereotypic and "kennel crazy" behaviors. Pacing, circling, wall-bouncing, fence-running, and self-directed licking and chewing all increase with sustained ambient noise. These behaviors are the things that drive adopters past a kennel without stopping.
- Sleep disruption. Dogs in loud kennels do not get restorative sleep, which compounds every other stressor and accelerates behavioral deterioration over the length of stay.
- Hearing damage. Sustained exposure above the canine equivalent of OSHA's threshold causes measurable hearing damage. A meaningful fraction of long-stay shelter dogs leave with hearing loss they did not arrive with.
- Worse meet-and-greets, worse decisions. A dog who has just spent four hours in 100 dB of barking presents very differently to an adopter than a dog who hasn't. The literature is consistent enough that "noise is a welfare problem" is no longer a question in the field; only "what are you doing about it" is.
What chronic noise does to your operations
The same soundscape that hurts the dogs degrades the shelter itself:

- Return rates rise. A behaviorally-degraded dog at meet-and-greet leads to mismatched adoptions and predictable returns.
- Behavior-flagged euthanasia rises. Dogs whose baseline behavior is destroyed by their environment get assessed as "unadoptable" on grounds the environment itself created.

- Medical complications. Post-surgical and respiratory-distressed animals do not recover well in a loud environment. Recovery times lengthen.
Every one of those costs is paid by the shelter's budget, the shelter's adoption rate, and the shelter's reputation.
Measure the soundscape before you change it
You cannot fix what you do not measure. The good news: you do not need a calibrated acoustic kit. A free SPL meter on a phone is accurate enough to drive operational decisions. Walk every kennel block and ward at five times of day — morning feeding, mid-morning, peak afternoon, evening feeding, and overnight — and log the readings. Five minutes per spot is enough.
You are looking for:
- Sustained levels above 80 dB. Anything above this is materially harmful to canine welfare and to staff hearing.
- Peaks above 100 dB. These cause acute stress responses and contribute to hearing damage.
- Time-of-day patterns. When do peaks happen? Feeding? Volunteer arrival? Mail delivery? Specific dog interactions?
- Per-block differences. Which kennel blocks are loudest, and why? Construction? Population? A single triggering dog?
Log every reading in a single document — a shared sheet is fine for week one. The dataset itself will make the case to your board.
A noise-reduction playbook you can run this quarter
Once you know your soundscape, this is the order of operations with the best evidence-to-cost ratio:
1. Acoustic absorption on hard surfaces. Hospital-grade acoustic panels on ceilings and exposed walls reduce reverberation, which is what makes kennel construction so punishing. Panels are inexpensive, washable, and easy to install. Target the noisiest blocks first.

4. Quiet protocols at intake and overnight. New intakes need 4–6 hours of silence to orient. Overnight should be the quietest period of the day, with spoken-word audio only.
5. Trigger-management for the loudest blocks. Identify the two or three dogs whose barking starts the cascade and look at placement, enrichment schedule, and per-dog enrichment plans for them specifically. Do not move them around the building; identify them and address them.
6. Staff acoustic discipline. Closing doors gently, using lowered voices on the kennel floor, and not running radios at conversational volume all measurably help. This is free.
7. Volunteer scheduling against peaks. Schedule meet-and-greets in the quietest blocks and at the quietest times of day. You will see more successful matches per visit.
8. Hearing protection for staff. This is also legally required above OSHA thresholds, and most shelters are out of compliance. Fix this now.
