Why E-Collars and Shock Collars Are Harmful to Animals

An e-collar — also sold as a "remote training collar," "stim collar," or "electronic collar" — delivers an electrical pulse to a dog's or cat's neck via two metal contact points pressed against the skin. The handler triggers the pulse with a remote, in response to whatever behavior they want to change: the dog crosses the invisible fence, the recall is ignored, the cat scratches the couch. Marketing materials describe the pulse as a "tap," a "stim," or a "vibration." Under the contact points, on a living animal, it is an electric shock. That is the operating principle. There is no honest way around it.

This post is the case against using e-collars on companion animals, what the credentialed scientific community has said about them, and what to do instead.

The position of the credentialed veterinary behavior community

The American Veterinary Society of Animal Behavior (AVSAB), the American College of Veterinary Behaviorists (ACVB), the European Society of Veterinary Clinical Ethology, the British Veterinary Association, and the Royal Society for the Prevention of Cruelty to Animals (RSPCA) have all formally recommended against the use of electronic shock collars in companion-animal training. Several countries — including Germany, Austria, Norway, Sweden, Denmark, Slovenia, Wales, and Scotland — have made them outright illegal for pet training. Quebec banned them in 2024. The trend line is in one direction.

This consensus is not a matter of taste. It is built on a body of peer-reviewed evidence that consistently finds two things: e-collars do not produce better outcomes than reward-based training, and they do produce measurable harm.

What the research actually shows

A series of well-designed studies — Schalke et al. (2007), Cooper et al. (2014), China et al. (2020), and several systematic reviews since — have compared shock-collar training to reward-based training across recall, livestock chasing, and obedience tasks. The findings are remarkably consistent:

  • Equal or worse training outcomes. Reward-based dogs reached the same recall and obedience criteria in equal or fewer sessions, often with better long-term retention.
  • Higher stress signals. Shock-collar dogs showed significantly more lip licks, paw lifts, yawning, body lowering, tail tucks, and elevated cortisol — the standard markers of canine distress.
  • Welfare-relevant fallout. Some dogs in the e-collar groups showed lasting fearful or aggressive behavior toward the handler, the equipment, or unrelated triggers in the environment.
  • The "low-stim" defense did not survive scrutiny. Even at intensities the handlers reported as "barely perceptible," dogs showed measurable stress responses.

The clinical literature complements this with case reports of contact-point burns and pressure necrosis (the metal contacts dig into the skin and require constant tightness to stay in place), eye and ear damage from accidental high-power triggers, generalized anxiety, and the development of aggression in dogs who associated the shock with whatever they were looking at — most often the family dog, the cat, or a child.

The "they're necessary for off-leash recall" argument

This is the most common defense, and it deserves a direct answer. The peer-reviewed literature shows that long-line training combined with a reward-based recall protocol produces equal or better recall than e-collar training, with no welfare cost. Most dogs have a reliable recall in 8 to 12 weeks. No shock required.

Off-leash work in genuinely high-risk environments — wilderness with active wildlife, livestock, or cliff edges — is the use case e-collar advocates lean on hardest. The honest answer is that for most pet dogs, off-leash freedom in those environments is a privilege the dog has not yet earned. A long line is the right tool until the recall is rock solid, at which point the long line comes off in safer environments first.

The "invisible fence" question

Underground electronic-fence systems shock the dog when they cross a buried wire. They have all the same problems as remote e-collars, plus a few additional ones:

  • They do not stop incoming threats. Strange dogs, coyotes, kids, or wildlife enter the yard freely; your dog cannot escape.
  • Some dogs run through anyway. A strong-prey-drive dog that bolts after a squirrel takes the shock once and is now off-property and unwilling to come back through the wire.
  • The shock often gets associated with whatever the dog was looking at when they got it. Mailman, cyclist, neighbor's kid in a yellow shirt. These associations stick.

The replacement is a physical fence. There is no behavioral substitute for a six-foot solid fence on a property where you want your dog loose.

E-collars on cats

The case against e-collars is even stronger for cats, who are more sensitive to handling stress, have thinner skin in the contact area, and rarely respond to punishment-based protocols at all. There is no evidence-based use case for shock collars on companion cats. Behavior issues that get cats sold a shock collar — scratching furniture, jumping on counters, missing the litter box — are all addressable with environmental management and positive reinforcement.

The bark-collar variant

Bark-activated shock collars (and "spray collars" that release a citronella mist) deliver an aversive every time the dog vocalizes. They share all the problems of remote e-collars and add a specific one: barking is communication. A dog who is barking is telling you something — pain, fear, alarm, frustration, boredom, isolation. Suppressing the symptom does not address the cause. Dogs on bark collars commonly develop other displacement behaviors (compulsive licking, pacing, destructive chewing) within weeks.

The replacement is figuring out why the dog is barking, then addressing that. The most common causes are isolation distress (do not leave the dog alone for 10 hours a day), boredom (more enrichment), and territorial alerting at the front window (block the view). What to do if your dog has been on an e-collar

1. Take it off and don't put it back on. The decision is binary — there is no "appropriate use."

2. Watch for fallout. Dogs coming off long-term shock-collar use often show a few weeks of unpredictable reactivity, hiding, or increased startle. That is the suppressed stress response surfacing. Be patient and avoid known triggers during the recovery window.

3. Switch to a front-clip harness and a reward-based trainer — preferably a credentialed behavior consultant if the original behavior issue was reactivity, fear, or aggression.
